A little history on the bike would be nice. Did you buy it this way or did you wake up one morning and it didn't work.

The neutral switch could be bad or the wiring or lever switch, many faults it could be if a new to you bike. (Who knows what a previous owner messed up). Do your lights do the bulb test on the dash?

Try to wiggle the reverse lever, there is a switch just to the rear of it that can stick and not give a neutral light. If this switch is sticking work it a little and spray with some contact cleaner.
