That looks scary!!!! I would have to say that if you want to save it you should consider removing the motor and either overhauling it with all new everything or finding a motor that has few miles on it. dont forget to check all of the parts that move on the bike for rust to. like the swingarm the gearbox the driveshaft the wheel bearings anything that rotates. and as far as the wring goes lookup the fella on here that makes new main harneses for goldwings a flood is shure to have destroyd the factory wires they were very bad from new.

The rest of the bike is not all rusted up. So I don't think it was under water..spokes are ok, swing arm and center stand are good..etc.etc. Well it's all back together and cranking very nicely..but not starting..I will pull the plugs and check for spark tomorrow. I have new to me coils in her and they tested Ok at the salvage yard..but who knows maybe I installed them wrong..or a connection came loose..but I will start a new thread if they aren't sparking and I can't see why myself!!! Now go drink a green beer...and have some fun..that's where I am off to... Again thanks to all who help me get her this far.

If backing off the valve adjustment freed the engine it's telling you that at least one valve is stuck. Try readjusting the valves one at a time until the engine locks up again, that will tell you which head to pull off. I've had a couple engines in my shop that had water in the cylinders. One I ended up salvaging for parts the other cleaned up and shows 170psi on all four jugs now. The timing belt housing on your engine is indeed about as bad as any I've seen but if you pull the pulleys off and clean it up it should be okay. I'd be a bit leery about using those tensioners though because water probably has gotten into the bearings. If it were my engine I'd go ahead and pull the heads for a good inspection, use some penetrating oil on the valve stems and guides and remove and clean up any valves that aren't free. The stems often get a bit rusty and stick in the guides but usually can be made to work again. If you do free up sticky valves it's a good idea to replace the stem seals to prevent oil burning.

Something isn't making much sense.  If you were able to turn the motor over with kickstarter, but then when you tried the electric starter it locked the motor up, but when you loosened the valves you can turn the motor over ( with electric or kick you don't say) something isn't computing.

If the cam pulley was three teeth off, odds are it has a bent valve and that was what wouldn't let the motor turn over. When you use the kick starter it may have moved part of a revolution & when you tried the electric starter it came up against the valve. Hence wouldn't turn any futher until you loosened the valves off.

From what you describe on the motor low oil etc. this is not going to be a real good project bike but more like a money pit.  Money pits are fine but you really must want something to do. I would think you might want to treat this one as a parts bike and move on.
