You can transfer the money from your Paypal account into your designated bank account as and when you like. I forget how the figures work, but when I have transfered moneys or received funds I have never been charged for the service. I think it has to be larger amounts than I have dealt with to incur a charge.

For a personal account they don't charge you for some types of transactions, "Receive payments funded by PayPal Balance, PayPal Instant Transfer or PayPal eCheck", but they do for other types, including credit card, debit card, etc. For Premier and Business accounts they charge for all types of receiving money.
