Evaporative cooling has been around for a long time.  When my parents used to take us on long trips into the desert in Nevada/Arizona we always used a Canvas Waterbag hung on the outside of the car.  The water was always cold and refreshing.  We'd carry extra water in jugs with us and refill the bag and in a short time of driving the bag would be nice and cool.

I saw a bit in one of the bike mags i get about this there out there about the size of the top box and hook up to your skid lid also have a outlet for jackets also

I am thinking these use the same technology that is in my Coleman 12 volt cooler. The unit is not very big but keeps the 19 qt cooler about 40 degrees below the air temp. I remember some of the older ones were also warmers, I think they just reversed the 12 vdc so they run backwards. That adds an interesting possibility.

I had one of those on a 49 ford pickup I had. I sold it on ebay this past summer for $270.00. More of a novelty, The passenger would get a shower going around turns, and when you pull the tumbler cord while driving.
