do you have the right side bracket off?  if you can post a picture off so can compare and confirm what i have, i took a pair of brackets off a damaged fairing thinking they would fit mine, they wouldnt fit,  they are in two pieces, the bit that goes inside the fairing and the piece that holds the mirror on,  post a piccy

my 86 aspy, only has a bracket on the inside of the fairing only, the brackets in the photo wont fit my mirrors, i have seen two types of mirrors that fit the 1200,  i took the bracket off a smashed 1200 fairing  and the mirrors wasnt attached,   the brackets are in two pieces for each side and are handed, left and right,  if you take your other mirror off you will see if you have the bracket, if its not there you dont need it the ones ive got,    you have to take off the speaker grille(s) and take out the speaker(s) to gain access the  bracket inside the fairing

the brackets i have are no good for your mirrors,   it just could be that your bracket may be slightly bent, or you may be inserting the bolt at the wrong angle, loosly fit one bolt then try the other, you may also have a bad thread on one of the captive nuts on that particular bracket,or it could be a wrong thread pitch on the bolt your using, has the bike been on its side at some point
