smaller spring on 83 wing

In the second photo of the springs. Does the smaller spring slide through the white plastic cup?

I am replacing with Pro 00-1170 and the small spring will not pass through the cup. Is this correct? If not what should I do?

Progressive says this is the correct kit for my bike.

Both of mine were tight going into the plastic cup.
One was so tight it finally seated when I compressed the shock.
