no actually i think its the oem with the cali insert ON LOWER LEFT SQUARE.. thats why i didnt change it yet

need it be oiled?

Can somebody with an ownwer's manual, or and OEM filter clear this up?

I've never heard of a Honda OEM air filter being foam.

Why ain't we ridin'?

The air filter with the square in the lower corner and an insert, I checked the parts list for a California 1988 GL1500/6.

If he didn't live in a state with 'Pollution Police', I'd suggest removing the tamper proof plug and readjust the carbs, disconnect the pollution control and change the air filter to the same one as used by the other 49 states. But if there's emission inspection he'll get busted and fined. That's as bad as Windows10.

which one is the tamper proof plug? ansd what kind of adjusting to the carbs? ...

California requires all vehicles to undergo a smog inspection EXCEPT:
Gasoline-powered vehicles model year 1975 and older.
Natural gas-powered vehicles weighing over 14,000 lbs. .
Diesel-powered vehicles that:
Are model year 1997 and older.
OR
Have a gross weight rating of over 14,000 lbs.
Electric vehicles.
Motorcycles.

if you have the cowling off you might put a new spark plugs in. run the bike on the freeway for about 25 miles, the let it cool off overnight (very important) then pull the new plugs and look at them.
