Mirrors on a 2016 gl1800

Can you fold in mirrors to make bike narrower? (Like a car)

Yes the mirrors will fold over, just give them a good sharp smack with your open hand. They will fold backward towards the rider and forward away from the rider. Sometimes when doing various maintaince items you have to fold them to get at screws or bolts.

I would check the owners manual to be sure before forcing the mirror.

I have folded them back several times, you must do that, in order to get access to the bolts that hold the windshield on.

right in the manual
