Strange cracker novelty

We went to a party over Christmas (as you do), and this strange object dropped out of one of the crackers.
No-one has any idea what it is, or what it is supposed to do.

Edit..... it's about 40/45mm diameter, and about 10mm thick. First two pics shows it in a 'closed' position, while the others show it as 'open'.

Any clues?
