Kinda funny. I had a 93 Aspy with the same problem. I lubed the cables and pulled the grip and cleaned and lubed the throttle tube. All was well after that.

Was not aware of the discrepancy. Have edited post. Thanks for the input. These manuals were in with items I acquired from a gentleman getting out of biking. I bought his bike and he cleaned house....

I didn't do any sanding. I just used polishing...

I didn't do any sanding. I just used polishing compound which is coarser than rubbing compound. It took a little time but once the coating was off, the rubbing compound worked pretty good.
