SR250s are very simple bikes, and such problems are almost always carb related. The ignition is CDI, and either works or doesn't work, other than the plug. If it has a spark, ignition is likely good. Hopefully the carb cleaning will fix it. I wouldn't expect much over 70 out of it. I got 80 out of a Rebel 250, but it is a twin, and spins faster.
