The manual says to install the piston seal, intall the piston and then install the dust seal. There isn't enough clearances to install the dust seals after the piston is installed.

I tried to install the dust seals before inserting the piston but it's a very tight fit and I'm afraid to force it an damage the dust seals.

Any help would be appreciated.

Just install the dust seals and the piston seals in their grooves and then the piston. Before you do that though wipe out the cylinder with brake fluid, soak the dust and piston seal and pistons in brake fluid for a few minutes. They should push in with a firm hand pressure after that.
