I have a 1996 aspencade right headlight will not work some times.I have a headlight flasher system on the bike. the headlight works when the flasher is on.I cked the bulb it is ok. I thinking it is something to do with the flasher system but not sure how to trouble shoot it.or bypass it.it was already on the bike when I bought it.any help with this would be appreciated.

Seems that if it were the power supply it would be consistent for both bulbs . That it changes when the modulator is active leads me to agree with you.

Two things come to mind. One, is it the low beam that sometimes work? because the flasher simply switches from low to high beam, right?
2, a loose connection at the bulb if the above does not apply.

Modulators are usually connected to the high beam and modulates power in the high beam mode. As they are usually hooked up, when you switch to low beam the modulator circuit is not on.
