Sounds like the float valves are not sealing. It's always a good idea to bench test those and get the float levels set while the carbs are off the bike. Makes things a lot easier than on the bike.

 

Getting a stored bike up and running. Went through the carburetors and did the basic stuff (cleaned jets and bowels). Ran pretty well, but the starter was bad and ended up flooding it and hydro locked (wouldn't turn over even with kickstarter and cylinders full of fuel). Let it sit for a while and replaced the starter. It wanted to start but flooded again. Fuel in the rear of the intake. Then it started squirting fuel up out of the front seam of the carburetor(picture). I also have a video
Carbs are back out and plan on opening up the bowels to make sure it's ok after the lock up. Does the seam need to be resealed as well???

I suspect you mean the bowls, not the bowels?
