i have electronic ignition, with the mechanical advance. i don't have a timing light. How close can i get to proper advance by engine rpm/riding for proper acceleration curve?

Advance is controlled by the tension of the advance springs against the mass of the advance weights. As speed increases, the weights get heavier and the springs stretch, and the cam turns and the advance builds and son on. Advance spring tension limits the max advance. Easy to change spring tension, might find springs at hardware.

If you mean how to set the base timing (timing at idle) base is usually 8 - 20* on most automotive engines. Set it to fire a bit before TDC and change it either way. Retard (toward TDC) will slow the engine, advanced will increase the speed. Retard takes more fuel.

A timing light is vital to make sure the timing between cylinder pairs is the same, it can run badly (like carbs out of synch) if the balance is off.

Bought a timing light and got it as close as i could with so much oil lapping up against the sight glass. Carbs are synched relatively well, up to 3000 rpm, considering #1/3 are running rich due to wear/blockage.

I'm still getting some 'pops' out of the left muffler. However, after i washed the bike, these increased, and the bike ran rough. I'm assuming water got in the fuel system somewhere. Maybe it was already there.

sometimes on the '78 wings the vacumn slider (not sure its real name) on the top of the carbs gets gummed up. you can take of the top of the carbs and use a soft rag to wipe of the sliding parts
