82 Aspencade when at a slow speed if I wiggle the bars I get a wobble it seem strange the only way I can describe it is is if it was a cow the udder is moving or as the bottom of the bike is Sorry the best I can do, all seems to be good in the steering

Have you put the bike on center stand and checked if the swing arm pivot bearing may be bad ? Also have a look at the ComStar wheels and be sure they have no cracks or looseness at the rivets .

I would start checking in this order:

1) Tire pressure/condition
2) Wheel bearings F>R
3) Neck bearings (would be my guess)
4) Swingarm side-play

also check your frame under the bike for rust or damage. you might need to scrub it with steel woll to get through the road snot

Low tire pressure (and just a few pounds can make a huge difference) really makes my 83 Interstate behave poorly. I would definitely start there.

Old fork oil is one cause of this, been there myself. I would also heed the posts about corrosion in case the swingarm is affected.
