Other than tires, steering head bearings, or swing arm bearings, I can't think of anything that can cause it. When you say "waggle" do you mean an oscillation of the handlebars? My '85 1200 got so bad once it was unrideable. The whole bike shook like crazy, and the front forks went back and forth, almost jerking the bars out of my hands. I could not hold them. The problem was a low front tire with 10 psi in it. I put 40 psi in it, and the problem completely went away. This was a couple of years ago, right after I first bought it.
