93 Goldwing Interstate , idle surges

I have a 93 golwing that I cant get to idel , We have rebuilt and sycend the carbs changed vacuum lines but still wont idle goes from 600 rpms to 2000 rpms . I friend said that I might have a bad Control Unit . On all the GL 1500 I've seen the two control units are on the rear fender under the trunk . Not on this one i cant find them anywhere ,. HELP !!!! The (ECM)Engine Control Unit is on the right side of the bike, adjacent to the airbox... It's a black plastic box, aprox 1.5" x 4" x 5".

Try:
-Tighten the hose clamps to the rubber isolators, that connect the carbs to the intake manifold.
-Verify the vacuum connection is intact, between the ECM and the left intake manifold... That line (having a 90-deg bend at the manifold) controls the vacuum advance, and will mess up the idle if leaking.
-Cleaning the connector to the ECM

If that does not work, then check for a vacuum leak inside the ECM:

Surging is a classic symptom of vacuum leaks and/or restricted fuel passages.

What is the history and mileage of bike along with mixture screw and float settings.
The bike only has 35,000 mikes ,picked it up around 3 mts ago dont know alot about it . It was oing this when i got bit . Rebuilt the carbs changed cthe bad vacuum line . and it still surges .
I had similar symptoms when I bought my '98 SE last September. I by the time I ran 3 tanks of gas through with Seafoam...the idle settled down to normal. If you rebuilt the carbs then maybe the Seafoam can't help, but if you still have a small passage plugged somewhere, maybe it would help. Couldn't hurt to try.
