Actually I don't know why Canada should be pricier for insurance. I though they had a lot less litigation and didn't have the ridiculous awards. I'm not surprised the UK and Ireland have high prices, those folks pay through the nose for everything, but Canada has a price structure similar to the US for the most part.

The Walmart chain of stores in the US and elsewhere often hire folks who otherwise might be put out to pasture to stand at their doorways and say "Welcome to Walmart" to people entering their stores. A somewhat new idea in the US but common in Japan. I would have applied for the job but have difficulty memorizing the line and they won't spring for a teleprompter.

How do they stop the people who cheat? In Washington as in most states of the US insurance is mandatory. So is a driver's license. Even so the estimate is that 20% or more of Washington drivers have neither driver's license or insurance. Many more show proof of insurance when they register a car but cancel right after. I carry liability and uninsured motorist insurance. Shouldn't have to have the uninsured motorist insurance but need it to protect me from the cheaters. In my state very little is done about these people. If you get caught without a license, they cite you and turn you loose. Ditto lack of insurance. Why the hell don't they impound the car? One of most commonly arguedreasons is because it's racial discrimination since minorities are most likely to have their cars impounded since they have a higher rate of non-compliance. It sure is fun to live in a irrational world.

A damn sight better system. Washington State has a confiscate and impound policy but the damn dogooders have gone to court arguing that the confiscation is unfair because it hurts the poor more than the rest of the citizens. The $%^&$%& court agreed and stopped it. I guess what they are saying is that it's okay for an illegal immigrant or some poor slob to hit you without insurance or driver's license because if they paid for insurance on their car they couldn't buy their booze or marijuana. Likewise I guess a driver's license is an inconvenience for them too.
