If you clear coat over the old coat it's just going to look worse. Chances are the rest of the old coat is going to do the same. You could try to rub down with different degrees of wet and dry. starting from 800 to 1200 making sure you have plenty of water and a bit of washing up liquid to give a bit of lubrication. you would need to do the whole panel making sure the edge between good and bad clear coat was totally gone (feel it with your finger with out looking at it you shouldn't be able to feel anything if properly feathered out) and then build up the coats of new clear coat.
