Stephanie (I think is her name) at Johns Honda is pretty good at her job, she may have misunderstood what you wanted or the parts catalog actually has that price on the kit. You never know about parts prices, some bean counter just grabs a price out of thin air and types it into the catalog. We see it all the time on Honda car parts, same part under different numbers and totally different price, sometimes extremely different. I wouldn't go to Johns for a bike or service but the parts people have treated me well.
