My opinion go's toward deffect yes there is a little dammage in the tire but not the cause.
Tires are made of multiple thin coats of rubber wich are cut at every turn during manufacture. They should not overlap. Rubber material use goes from hard to softer material so you have a hard and riggid base and a soft and adhesif rubber in contact with road .... I think one of the coats of rubber overlaped the other during manufacture then they put it in the oven for making of design threads
I would ask to see the Dunlop REP.
Just my opinion and you have nothing to loose, the worst you get is a NO ( good luck) if you get to see the REP keep us info .........THX
