What do you mean by cruise control these old bikes never had that from the factory?
If you are talking about the throttle lock which I think I can see in the pic then they are only really good for setting a fast idle in the morning or for allowing brief periods where you can take your hand of the throttle to scratch your nose or get the circulation going in your hand.
When you say won't accelerate then does? Is this with the throttle lock on in which case you are fighting the tension and it will feel that way.
I'd give it some time and some serious miles. I don't know how long mine sat for but I've had the carbs off more times than I want to admit and finally got all the junk cleaned out of them. Everyday it seems like it runs better. I just wish I could get rid of the over 3000rpm rattle.
