My F1 light is flashing (38) on my 07 1800 and code comes up as right A/F sensor heater circuit. Just wondering if anyone knows if this is the same as a O2 sensor or something completely different?

Yes it is an O2 sensor. Possible a bad connection from the relay to the sensor heater but since both get power from the same source probably a bad sensor.

Thanks Dave, I think I will take it to a dealer and have it scanned just to make sure before I start buying parts that are not needed.

A scan won't tell you anything you don't already know. It can't differentiate between a bad connection and a bad sensor heater. That can only be determined by testing the circuit.
