This is at the bottom of the housing when it is mounted on the bike. What is this and what does it do ? The "lip" right above the Comstar bolt.

What are you referring to, the flat metal piece or the bump on the housing? The flat metal is part of the cover that surrounds the housing, I think it's there to route any gear oil leakage outside the wheel. The bump is where a screw goes in from the other side.

The flat metal piece that bends around the bump. I was wondering if it was a vent of some sort.
I'm aware that here is a vent on the top of the unit.
