When you say the brake lever doesn't have much play, do you mean you have a nice hard lever? If you have and the bike still won't stop, you might have a seized piston, ie not coming out all the way. If the lever has too much play and is soft, then you should try bleeding. On the unlinked systems like yours you will only need to bleed the front callipers one at a time.
