I get a serious wobble if I take my hands off the handlebars. Would this be the neck bearings?

Maybe the wheel bearings.
How old is the tire . Has the tire been sitting in one position too long, it may have developed a flat spot.
Your air pressure may be low, brakes may be dragging( warped rotor)

There are many variables. Start off with the easiest.
