it can,but it can also be because air pressure is too low and/or the oil needs changing because it has turned into more of a sludge than shock fluid

thank you. I have no air forks on my 94 1500 ,think springs are shot
:?Are you asking about your Goldwing Model: 1985 1200 here or your 94 1500?

And yes with low or no oil there is little to no damping and the forks will slam top and bottom, it has little to do with the strength of the springs.

Yes low oil will cause knocking. Also it makes the front end sit lower than normal.

Are you seals leaking?? If not there is no reason for them to be low! Unless not properly filled last time the fork oil was changed.
How many miles on the bike since the last fork service?
How many miles on the present set of springs?
I ended up running 0 air in my 1500 forks.
