Both the fuel level light and the fuel gauge floats are rusted and do not move freely with effects of gravity. Should they?

If you lift it up it should move freely. When you let go it should drop back down with gravity.

Soak it overnight in Vinegar, that will clean it up nicely.

Thanks guys, I will try the vinegar. I hate to have to buy replacements. Have any of you knowledge about replacing only the pump in the pump assembly? I have not found one that would fit in the bottom of the assembly.

1800 fuel pumps so rarely fail nobody has bothered to come up with an aftermarket replacement.

An Airtex E8229 fits it and functions fine. It’s just the pump, not the whole assembly. eBay is the best place to grab the whole assembly.
