If you have spark then I would suggest either a big vacumn leak on #1&3 or the idle circuts in those carbs are blocked. The right way would be to pull the carbs and clean/rebuild them. You can try a heavy dose of Seafoam in the tank to see if that would clear the block. But knowing the seats are leaking I would pull the carbs and rebuild them. Most needle/seats can be cleaned and reused.
