bike just started to sputter under high rpm 3000 and higher under heavy acceleration. i think there is water in fuel. is this true?

Water is possible when the bike is trying to drink from the bottom of the carbs at low RPM like that. It may also just be lugging the motor.
Try down-shifting a couple of gears and doing the full throttle thing. Run it up to 7 or 8 grand and see how it runs in its world.

Just open the drain screws on the bottom of the carb bowls, if there is water you will be able to see it. Water will bead up where gasoline will not.

A half can of fuel additive, to a full tank of gas should help, if it is water. You can use Sea-Foam if you like but the cheap stuff works fine, too.

Could be simple ...

When was the last time you checked/changed the fuel filter..
Could be partially clogged and causing a lack of fuel at higher use (RPM) .
