I think i remember some time hearing that this part of the frame is subject to rot,inthe process of getting this bike back on the road,looks ok,should i remove it and treat with something before it does get bad,cheers john.

I'd jsut poke and tap along it hit a weak spot replace..but a more likely spot is the cross member where the center stand attaches they are more prone to rot..in wet, salty climates
