electrical problems
most electrical problems are the results of poor connections heating up once the bike is run for several minutes or more,but will usually read fine when mc is first checked
i would bet that the problem is at the regulator connector or the connector at the solenoid,especially since you say sometimes it reads 14v and other times 11 volts
