A starter will spin with no load even when it's worn out. The brushes might be hooped. Confirm that all connections are clean & tight. These machines depend on perfect conditions to function well.

Do you hear the starter spin when it's mounted & turning? If you are able to push start your trike, will it start when hot? If you can, get it running, pour a half can of sea foam into the oil & scrub out the motor. Your sprag clutch system that your starter uses might be sticky & that could also be your problem.

Will the starter work if you boost from a non running car?

I cannot push start the trike. I haven't tried it with a car yet but the voltage to the starter is 13.7 at the starter. I took it off and hook the trike cable and grounded it with jumper cable from the neg side of the battery and hit the starter button and the starter will spin.In the pass when it was hot the started turned the engine slow but it didn't do it all the time just some of the time.
