There are several switches that come into play with this problem. There is a cruise switch on the clutch lever, the brake lever, the foot brake and one on the throttle when you take it back to it original position while the cruise is on.
First I would hold the clutch out with your hand an try and set the cruise. It that works then the lever is worn and the switch is not working right. I just took a couple of pieces of black electricians tape and put it on the lever area where the switch makes contact and that fixed it for mine.
It could be the same problem for the brake however there are two switches there one in for the brakes and the other for the cruise. You might try the same as above to see if the cruise will set.
You could also clean the switches with Radio Shack switch cleaner and lubricant. I believe the can says rotary switch if I remember correctly. Be careful not to get it on your paint. I use a rag and wrap the switch area I am going to clean so the rag catches any run off.
