An ounce of fuel is about 100 times too much, amazed you didn't get a hydro lock. Are you sure the plugs are firing & in time?
Probably not an ounce as I used a dropper from our vet. Yes, I pulled each plug, grounded them to an engine bolt and saw spark. I also checked all valves, had to adjust one, all at .1mm. Pulled plugs after testing and all were dry. Not even damp.

I also pumped in 15psi into the carbs using the output line of the fuel pump, held steady. Not sure if that means the carbs are pretty well sealed, no leaks.
That should not have happened, 15 PSI should overwhelm the float valves.

Take the intake runners off, put your hand over the port & crank the engine, is there vacuum?

Remove the runners leaving the carbs in place, correct? And crank engine to check if there's enough vacuum, to pull fuel from the carbs?
