Mechanical fuel pump check, bad valve?

I removed top of fuel pump to check diaphragm. I also checked in and out valves. "in" valve doesn't close completely, I could suck air out of it.
"out" valve is perfect.
I have 7 psi electrical pump, is that too much?

Which bike are you referring to? If the 1000, the pressure is rated at 2.5 lbs. 7lbs is too much.
