Get the front wheel off the ground and spin the tire. Watch for the tire to wobble side to side, and run up and down like out of round.

Can help to sit a chunk of 2x4 close to tire where it barely touches then watch for the tire to hit it or get an air gap if tire moves side to side. Also place it in front of tire and see if it hits or get a gap.

My first Pilot Activ was badly out of round and wobbled side to side, we decided it was a busted or twisted belt and I got a free replacement.
As I recall it acted allot like yours it sounds like.
At city type speeds it was like riding a pogo stick LOL
