I would think that the feet need to be on the floorboards for stability and comfort. Unless she is harnessed in, I would make some "pygmy" boards that fit on top of the footboards so she can reach them. 2"x4"'s cut to shape and screwed together that are zip tied to the floorboards work well.

I used them on my 1200 for my wife who is vertically challenged. What I done was put the zip ties in between the 2x4's and screwed the boards together, then used the zip ties to hold them onto the floorboard. Painted black and they are not too noticeable and they also make a great conversation piece!:cheeky1:

A few people i know said they also did thet and i thought about it but was not sure if it was legal.

The passenger has to have a helmet and a place to securely place their feet. I solved the foot placement with a set of highway boards attached to the rear crash bar.

I think you'd be surprised at the friendly help you'd get if you just called your local Police Station, or even ask an officer in the donut shop when you see one.

We have done that a couple of times, and it stopped all the speculation quite well (one question we asked was the true meaning of "when children are present" on our local school zone speed limit signs...'round here, it means "if they're on the sidewalk", NOT in their yards). And, they won't fine you for asking, like they will when you get caught doing it wrong! :waving:
