While I'm not aware of an ELT for bikes, there are two types of personal locators available. Here's a quick review of both from a hiker:

The SPOT allows you to send "I'm OK" messages fairly quickly and easily with a GPS location attached while the other one is strictly and emergency beacon. The problem with either of these is that you have to manually activate them. I'm not sure that Donald would have been able to. If you're hurt very badly in an accident I don't know that you'd be able to activate one of these devices.



On the other hand, If you have sent frequent updates from the SPOT, or get in the habit of doing one every 1-2 hours and then stop sending, that would be an indication to anyone tracking you that something may be wrong and also give a good indication of your last location and likely route, allowing search efforts to be more focused.
