Switch is inside the front cover.. engine does not have to be pulled
It is a bit of a messy job getting the front cover off (lots of dirt and crud above the cover), but this switch is mounted inside the front cover.. it may be bad or only incorrectly assembled...
If you go so far as to take this cover off, consider the condition of the water pump and the oil seals therein... water pump is abit pricey, but getting there isa bit time consuming..
You wil need lots of orings and gaskets.. they can be purchased as a kit for about $20
