If you are not familiar with how tight they need to be it is a good idea. On a Honda oil filter tighten it to just where the metal makes contact. With a new crush washer on the drain plug tighten to where you feel the washer start to crush.

As Al says, I don't know anyone who actually torques the drain plug. These are not head bolts, just bring it down till it touches plus a 1/3 turn to crush the washer. As for the filter, all spin on filters whether motorcycle or automotive are turn till it touches plus 1/4 to 1/3 additional turn to make the seal. Welcome to the forum from Texas.
