The US service manual does not cover the subject of HISS so I can't help you with that but I am familiar with the Honda car immobilizer system and the key on those can not be programmed without the HDS and the code required, which is only available to Honda dealers.

You would also need to replace the ignition switch with a non HISS to work with that ECM and you will need to adapt the wiring on the switch as the connector plugs are different. Also you need to know that you can't have chrome trim on the ignition key surround on HISS models as the chrome will prevent the engine starting.

Back to the original ECM, did you initialize it when you replaced the sensor? That means disconnecting the battery for a few seconds, reconnecting it and starting rhe engine and letting it run without touching the throttle until it warms up.

You won't need the hiss sensor if you fit a US ECM and ignition. Looking at the wiring diagrams it looks like you will have to modify the ignition connector wires for the lights, if your gl1800 is one of those with an on/off light switch.
