Ok by the indicator coming on it tells me the fuses are ok. Check them anyway just to be sure.
Then you will need a manual, as you will need to access relay B. If it is not clicking it could be bad or have a bad connection to it. You have to remove the left saddlebag to get to it .
Try to listen for the click of the relay with the bike motor not running, no it will not function but you can hear the relay activate or click, sometimes you cannot hear it with the motor running it is not loud.
If you hear it, then it is the reverse resister , that is behind the battery and much other junk.
You will need a manual and follow the steps in Chapter 20 . It can be one of 4 things.

Oh almost forgot, with the headlights on low beam if they stay on when you hit the start button it again points to the reverse resistor, if they go out or do not come on at all, then it points you to the reverse control module. I assume the side stand switch is working? That can be a part of the equation also.
