the first thing I look at, is the seller's history.

this appears to be a broker of used parts, and that history rating is one I would work with. Contact them and see if it has been Bench Tested?

You could take the starter to a starter/alternator shop for a rebuild.

that would be cheaper than buying a 'new' starter, and you will know that it has new brushes and has been cleaned of gunk in the armature pads.

Or, visit Honda and buy the brushes and do it yourself.

Does anyone know if a later starter would fit? Seems it would be pretty easy to rewire it to work.
