WOW, your going in to legal stuff now. I don't know if you can fix it. (or if it worth it) Personally, I just got a different one. I know in my state odometer with 5 digits are marked on the title as "exceeds mechanical spec." and they won't used the reading. So tapering with the odometer would be fine.
The more I think about it, the more I say just leave it a lone. The only advantage to have a different odometer would be to know when to change oil.
