I would guess that 'Compression height' might refer to the 'stroke'. That is the distance that the piston moves in the cylinder on each cycle.

I think he means the distance from the center of the wrist pin to the top of the piston. Probably trying to find something else that will work or make one. Parts in Russia are probably hard to get.
