throttle cables

can anyone give any advice on replacing the throttle cables for a 76 1000? When the sending cable is hooked up in the housing on the handle bar it rolls smoothly all the way. but as soon as i hook up the return cable it doesnt want to move at all????? been stumped for a couple days please help!
