According to my 82 standard schematic, it does indeed have one.
It would probably be easy to verify by looking at the bottom of the steering stem. There should be an "angle sensor". It's basically a lever that indicates full travel of the handlebars in either direction. It' is most likely NOT the problem, but at least we'll know for sure that you have one. Come back when you verify for sure.
