You don't say what year your GL 1500 is.
I am looking at the Honda 1989 GL 1500 Electrical Troubleshooting Manual.

Fuses are counted down from top to bottom in the Fuse/Relay Box. I think you are talking about the #8 Tail, 15 amp, fuse. If so,I don't think thatthe Brake Pedal Switchis the problem. The Brake Pedal Switch would blow the #11 Horn/Turn fuse, 15 amp.

Connect an Ohm Meter to the load side of the fuse connection (no fuse installed)so you can see when the short to ground is gone as you unplug stuff. Might try pulling the Highand Low beam Headlight Relays out of the Fuse Relay Box first. They get power to energize from the #8 fuse.

My Manual shows that the #8 Tail fuse supplies power to: Accessory lights; instrument panel gauges; instrument panel indicators; cornering lights; headlight relays; license plate light; position lights; side marker lights; tail lights; reverse system control.
